Hirobe (Nagoya University) provides details on the unofficial movement to promote good feeling between the United States and Japan in the 1920s and 1930s, and describes its efforts to modify the anti-Japanese exclusion clause of the 1924 U.S. immigration act. The book reveals how a number of American citizens (mainly clergy and business people) sought to overcome the anti-Japanese feeling and the economic dislocations of the Depression. The relationship between the 1924 immigration act and the collapse of relations before World War II is considered, and the roles of the U.S. State Department and the Japanese Foreign Ministry are described.
