　現今「19項議題」是生活與升學的關鍵，帶領學生理解新課綱的世界公民概念，打造共好社會。
　本書《素養檢定：國中英文閱讀題本　閱讀素養》有三點特色，首先中華未來學校教育在素養導向教育計畫的部分成果，參考全國優質教師參與「素養導向一貫化課程創新教案與命題設計」的試題成果，並由學會研究人員等進行編修創作而成。第二個特色是依108課綱的19項教育議題分類，精挑相關文本內容，以擴展孩子閱讀視野，避免閱讀偏食。第三個特色以「閱讀策略與歷程」為規準，以符合學測等大考之趨勢。
　本書所收題組與題型以結合108年啟用之「十二年國民基本教育課程綱要」學習表現中所闡述的項目為選題依歸，並以OECD / PISA （Organization for Economic Cooperation and Development / Programmme for International Students Assessment） 中對閱讀理解題的五個答題技巧（five processes /aspects）作為分析主軸，使學生能清楚明瞭在答題時所需運用的策略、技巧，不但知其然，而且知其所以然。
