網際網路是數位時代的基礎,寬頻網路的成熟與普及,帶動許多創新應用服務的推出,且行動通訊的演進更是發展的重要轉折,不論在4G、5G,或是未來6G時代,數位基礎建設將是各國確保國家競爭力的關鍵。台經院專題首先檢視國際與我國電信普及服務制度,探討如何在數位時代下,確保所有民眾的基本通信權益;接著,觀察5G商用以來各國的部署情形與資費發展。鑒於主要國家5G人口涵蓋率皆達九成以上,但5G的用戶普及率卻多數未達五成,雖說5G的初期在企業端,但也代表在消費端尚未見到5G殺手級的應用。而5G商用後,緊接著SpaceX的Starlink低軌衛星服務快速崛起,從空中(衛星)到地面(地面站)的傳輸路徑,再演進到衛星直連裝置發展,各國主管機關皆密切關注低軌衛星對通訊產業帶來改變並研擬因應作為。從B5G的低軌衛星,再到連結陸海空的6G,為掌握6G時代的話語權,近年各國紛紛推出6G白皮書或相關政策,未來6G應用將進一步延伸至陸海空情境、虛實融合、有AI的通訊網路、感測與通信融合,以及廣泛連接。數位應用服務迅速擴展,致使網路流量需求增加,網際網路服務提供者(Internet Service Provider, ISP)需額外支出成本升級或布建網路基礎建設,以舒緩壅塞網路頻寬,因此國際與我國電信業者皆倡議,認為大型數位平台業者或內容與應用程式提供者(Content and Application Provider, CAP)應合理分攤網路建設成本。此外,關鍵基礎設施(Critical Infrastructures, CI)之於社會、經濟乃至於國家運作至關重要,其資通安全與國家安全更係相互依存,如同美國、澳洲以及日本等國際主要國家,我國近年亦致力於強化關鍵基礎設施資通安治理之制度環境,足見我國對關鍵基礎設施資通安的重視,穩步朝數位韌性國家的目標邁進。
